VSIC: Vietnam Standard Industrial Classification
The Vietnam Standard Industrial Classification (VSIC) is the official system for classifying business establishments in Vietnam. The VSIC, maintained by the General Statistics Office (GSO), was first adopted in 1993 and has been updated two times, most recently in 2018. The VSIC is structured into five classification levels, from broadly defined Sections at the first level to more specific Subclasses at the fifth level. The VSIC is widely used across Vietnam's public and private sector.

Vietnam Standard Industrial Classification (VSIC) 2018 (Current)
VSIC 2018 has been in force since 2018. It is identical to the United Nation's ISIC Rev. 4 up to the two-digit (Division) level.
Changes Between VSIC 2007 and VSIC 2018
The changes between VSIC 2007 and VSIC 2018 were driven by domestic needs rather than changes the international standard as the two VSIC versions are partially based on ISIC Rev. 4. In VSIC 2018, more detailed industries were added with the number of four-digit industries increasing to 486 (from 437 in VSIC 2007) and the number of five-digit industries increasing to 734 (from 642 in VSIC 2007).
Several activities from VSIC 1993 were reorganized in VSIC 2007, with mergers and splits across the system. In the manufacturing sector, the VSIC 2007 class 2011 (Manufacture of basic chemicals) was subdivided into five new subclasses including 20111 (Manufacture of industrial gas) and 20112 (Manufacture of dyes and pigments). Accounting for its different aspects, Section D was renamed from Electricity, gas, steam and air conditioning supply in VSIC 2007 to Manufacture and distribution of electricity, gas, hot water, steam and air conditioning in VSIC 2018. Moreover, the VSIC 2007 subclass 35101 (Electric power generation) moved up the hierarchy becoming the class 3511 (Electric power generation) in VSIC 2018 under which are the new subclasses 35111 (Hydroelectricity), 35112 (Coal-fired power), 35113 (Gas-fired power), 35114 (Nuclear power), 35115 (Wind power), 35116 (Solar power), and 35119 (Other types of electricity). The VSIC 2007 subclass 35102 (Electric power transmission and distribution) also moved up the hierarchy to become the VSIC 2018 class 3512 (Electricity transmission and distribution) subdivided into the new subclasses 35121 (Electric power transmission) and 35122 (Electric power distribution).
Construction activities were also given more detail in VSIC 2018. The VSIC 2007 group 410 (Construction of buildings) has in VSIC 2018 been subdivided into the classes 4101 (Construction of residential buildings) and 4102 (Construction of non-residential buildings), with each class having one subclass of the same name. Similarly, the VSIC 2007 group 422 (Construction of utility projects) in VSIC 2018 has the classes 4221 (Construction of electrical works), 4222 (Construction of water supply and drainage works), 4223 (Construction of telecommunications and communication constructions), and 4229 (Construction of other utility projects), with each class having one subclass of the same name. Elsewhere, activities in the information and communications sector were adjusted to distinguish between their physical and digital forms. For example, the VSIC 2007 class 5811 (Book publishing) is in VSIC 2018 split into the subclasses 58111 (Publishing of e-books) and 58112 (Publishing of other books) just as the class 5812 (Publishing of directories and mailing lists) is split into the subclasses 58121 (Publishing of directories and online mailing lists) and 58122 (Publishing of other directories and mailing lists).
Structure of VSIC 2018
VSIC 2018 is structured into five levels, as follows:
Section: 21 Sections identified by the letters A-U.
Division: 88 Divisions identified by two-digit codes (01-99).
Group: 242 Groups identified by three-digit numerical codes (011-990).
Class: 486 Classes identified by four-digit numerical codes (0111-9900).
Sub-class: 734 Sub-classes identified by five-digit numerical codes (01110-99000).
The table below shows the number of subcategories in each of the 21 sections of VSIC 2018. Section C (Manufacturing) is the most detailed section with 175 five-digit industries, followed by section G (Wholesale and retail trade; repair of motor vehicles, motorcycles and other motor vehicles) and section A (Agriculture, forestry, and fishing) with 163 and 68 five-digit industries respectively.

VSIC 2007 was in force from 2007 to 2018. It is identical to the United Nation's ISIC Rev. 4 up to the two-digit (Division) level.
Changes Between VSIC 1993 and VSIC 2007
Following the change in the reference standard from ISIC Rev. 3 to ISIC Rev. 4, VSIC 1993 was extensively revised in VSIC 2007 with the reconstitution and renumbering of categories and the addition of a fifth classification level. Apart from the first level of the system, there was also a significant expansion in detail in all other levels reflecting the emergence of several new activities in the 14 years between VSIC 1993 and VSIC 2007.

Where is it used?
The VSIC is the reference standard used by the General Statistics Office of Vietnam in its data releases, notably the Index of Industrial Production (IIP). It is also used by other government agencies for different purposes.
Private businesses and analysts can use VSIC codes to conduct market research, analyze industry trends, and make investment decisions. Like other industrial classification systems, VSIC codes can be added to corporate databases and used for different forms of market and investment research.
VSIC codes are also commonly used in Vietnam-focused academic studies looking into issues such as regional diversification of industrial activities and industrial pollution from the manufacturing sector.
