TEAOR Hungary: The Hungarian Classification of Economic Activities

The TEAOR (Tevékenységek Egységes Ágazati Osztályozási Rendszere) is Hungary’s official system for classifying economic activities, identical to the EU’s NACE system. It has a four-level hierarchical structure—Sections, Divisions, Groups, and Classes—used for statistics, business registration, and regulation. The latest version, TEAOR’25, reflects structural economic changes, including digital and intermediation services. TEAOR ensures alignment with EU standards while serving national needs in economic analysis and policymaking.

Hungary's TEÁOR system adopts the EU's NACE classification without modification to promote alignment with European standards, streamline administrative procedures, and support the international comparability of economic statistics. Similarly, as an EU member state, Bulgaria adheres strictly to the mandatory four-level NACE structure, opting not to introduce the fifth-level subclasses that are often found in other European national classification systems based on NACE.

TEAOR'25 (Current)

TEAOR'25 took effect in Hungary on 1 January 2025. It is identical to the European Union's NACE Rev. 2.1.

Changes Between TEAOR'08 and TEAOR'25

TEAOR'25 maintained the structure of TEAOR'08 while expanding in detail with the addition of 36 new classes. Notable changes include those in section C (Manufacturing), where class 16.29 in TEAOR'08 was split into three new classes in TEAOR'25: 16.26 (Manufacture of solid fuels from vegetable biomass), 16.27 (Finishing of wooden products), and 16.28 (Manufacture of other products of wood and articles of cork, straw and plaiting materials). In a case of class merger, the TEAOR'25 class 20.59 (Manufacture of other chemical products n.e.c.) was created by combining the TEAOR'25 classes 20.51 (Manufacture of explosives), 20.52 (Manufacture of glues), and 20.53 (Manufacture of essential oils). Section J of TEAOR'08 was split into two new sections in TEAOR'25: Section J (Publishing, broadcasting, and content production and distribution activities) and Section K (Telecommunications, Computer and Information Service Activities). The new section J considers the fact that the activities that make up this section are usually carried out together. Consequently, all other TEAOR'08 sections from section K onwards were moved one alphabet forward in TEAOR'25. In addition to the new classes highlighted above, TEAOR'25 recognized the importance of intermediation services with the creation of several new groups and classes across sections. These include, for example, groups 47.9 (Intermediation service activities for retail sale) and 55.4 (Intermediation service activities for accommodation); and classes 68.31 (Intermediation service activities for real estate activities) and 85.61 (Intermediation service activities for courses and tutors).

Structure of TEAOR'25

TEAOR'25 is structured into four levels, as follows:

  • Section: 22 sections identified by the letters A to V.

  • Division: 87 divisions identified by two-digit numerical codes.

  • Group: 287 groups identified by three-digit numerical codes.

  • Class: 651 classes identified by four-digit numerical codes.

TEAOR'08 (Legacy)

TEAOR'08 operated in Hungary from 2008 to 2024. It is identical to the European Union's NACE Rev. 2.

Changes Between TEAOR'03 and TEAOR'08

The revisions from TEAOR'03 to TEAOR'08 mirror those between NACE Rev. 1.1 and NACE Rev. 2. Although the classification scope and rules were updated, the fundamental structure of the system remained largely unchanged. At the highest level, four new sections were introduced, incorporating elements from various existing sections, which reduced comparability between the two versions. A key change was the consolidation of TEAOR'03 sections A (Agriculture, hunting and forestry) and B (Fishing) into a single, more detailed Section A (Agriculture, forestry and fishing) in TEAOR'08. Additionally, two new sections were established: Section E (Water supply; sewerage, waste management and remediation activities) and Section J (Information and communication), reflecting the increasing significance of recycling and information technology.

TEAOR'08 is structured into four levels, as follows:

  • Section: 21 sections identified by letters A to U.

  • Division: 88 divisions identified by two-digit numerical codes.

  • Group: 272 groups identified by three-digit numbers.

  • Class: 615 classes identified by four-digit numbers.

TEAOR'03 (Legacy)

TEAOR'03 was used in Hungary from 2003 to 2007. It is identical to the European Union's NACE Rev. 1.1.

TEAOR'03 is structured into four levels, as follows:

  • Section: 17 sections identified by letters A to Q.

  • Division: 62 divisions identified by two-digit numerical codes.

  • Group: 224 groups identified by three-digit numbers.

  • Class: 514 classes identified by four-digit numbers.

Where is it used?

  • The Hungarian Central Statistical Office (KSH) is the main user of the TEAOR classification system. TEAOR codes form the foundation for several key economic indicators, indices, and surveys conducted by the KSH. TEAOR codes are also used by other public agencies like the National Tax and Customs Administration (NAV) and the Hungarian State Treasury for different analytical and administrative purposes.

  • Like other national industrial classification systems, TEAOR codes could be included in databases of Hungarian companies and used for market research and investment analysis.

  • TEAOR codes are also a common feature in academic research looking into the Hungarian economy and society. TEAOR codes have been used to examine issues like the spatial patterns of the Hungarian healthcare sector as well as the effect of Chinese imports on employment in Hungary.
