OKED Belarus: National Classification of the Republic of Belarus - Types of Economic Activities
OKED (from Russian "Виды экономической деятельности" / "Types of Economic Activity") is Belarus' official industrial classification system. Managed by Belstat, it was introduced in 1996 with updates in 2001, 2006, and 2011. Based on the European Union's NACE, OKED uses a five-level hierarchy (Sections to Subclasses) to categorize economic activities. It is widely used in government and private sector for statistics, regulation, and market research.

OKED 2011 (Current)
OKED 2011 (OKED 005-2011) has operated in Belarus since 2011. OKED 2011 is identical to the European Union's NACE Rev. 2 up to the four-digit (Class) level. OKED 2011 has been amended six times since its release in 2011, most recently in October 2021.
Changes Between OKED 2006 and OKED 2011
Since OKED is modeled after the European Union's NACE system, the updates from OKED 2006 to OKED 2011 across the first four levels of the system align with the transition from NACE Rev. 1.1 to NACE Rev. 2. At the highest level, OKED 2011 introduced four new sections that combined elements from various sections of OKED 2006. At the most detailed level, the number of Subclasses increased significantly—from 712 in OKED 2006 to 804 in OKED 2011. Of the six amendments made to OKED 2011, three introduced new subclasses (see the resources section below), while the remaining amendments revised industry definitions. For instance, the sixth amendment, published in October 2021, established subclass 63111 (Activities related to the mining of digital tokens) while the fifth amendment of OKED 2011, released in November 2018, added five new subclasses, including 69203 (Tax Consulting Activities) and 69204 (Activities of Managers in Economic Insolvency or Bankruptcy Proceedings). Furthermore, the creation of new sections and the reorganization of other OKED 2006 sections in OKED 2011 required the recoding of items throughout the classification system.
Structure of OKED 2011
OKED 2011 is structured into five levels, as follows:
Section: 21 Sections identified by letters A to U. Four Sections have a total of 21 Subsections identified by two letters, e.g. CA and CB.
Division: 88 Divisions identified by two-digit numerical codes (01-99).
Group: 272 Groups identified by three-digit numerical codes (011-990).
Class: 615 Classes identified by four-digit numerical codes (0111-9900).
Subclass: 804 Subclasses identified by five-digit numerical codes (01111-99000).
The table below shows the composition of the 21 Sections of OKED 2011. At the five-digit level, Section C (Manufacturing) is the most detailed with 314 subclasses followed by Section G (Wholesale and retail trade; repair of motor vehicles and motorcycles) with 118 subclasses.

Most subclasses in OKED 2011—504 out of 804—do not provide further differentiation beyond their parent classes, maintaining identical titles. However, the classification system prioritizes granularity for industries of strategic importance to Belarus’s economy, subdividing key classes into distinct subclasses. For example, class 1920 (Production of refined petroleum products, peat and coal briquettes) is split into subclasses 19201 (Production of refined petroleum products), 19202 (Production of peat briquettes), and 19203 (Production of lignite, hard coal, and brown coal briquettes)—reflecting Belarus’s focus on energy security and domestic fuel production, including its historically significant peat sector. Similarly, class 2830 (Production of machinery and equipment for agriculture and forestry) is detailed into subclasses 28301 (Production of agricultural and forestry tractors), 28302 (Production of machinery and equipment for livestock farming, poultry farming, and feed production), and 28309 (Production of other machinery and equipment for agriculture and forestry), capturing the role of agricultural machinery manufacturing, a pillar of Belarus’s industrial policy and export economy.

OKED 2006 operated in Belarus from 2007 to 2011. It is identical to NACE Rev. 1.1 only at the broadest (Section) classification level. OKED 2006 was amended six times between 2007 and 2011 mostly to modify industry descriptions in the manual.
Changes Between OKED 2001 and OKED 2006
The changes between OKED 2001 and OKED 2006 mirror the changes between NACE Rev. 1 and NACE Rev. 1.1 which were relatively minor. There was an increase in the number of subclasses from 763 in OKED 2001 to 772 in OKED 2006. New subclasses include 29124 (Production of pumps for pumping liquids and liquid lifters), 29429 (Installation, commissioning, repair and maintenance of metal-cutting machines), 40111 (Electricity production by thermal power plants), and 40133 (Outdoor lightening).

OKED 2001 operated in Belarus from 2002 to 2007. It is identical to NACE Rev. 1 up to the fourth (Class) level.

Classifications Prior to OKED 2001
The first version of the OKED system was OKED 1996 which operated from 1996 to 2001. The need to develop the Classification of Economic Activities (OKED) arose due to the inadequacy of the previously used All-Union Classifier of National Economy Sectors (OKONKh), which was designed for a centrally planned economy and could not be applied for international comparisons of statistical data. Therefore, the OKED was developed based on the European Union's NACE.

Where is it used?
Belarus's national statistics office (Belstat) is the principal user of OKED, in the presentation of national industrial data and indicators and other closely monitored macroeconomic data.
The Belarusian State Institute for Standardization and Certification (BelGISS) provides a software module called "Classifiers", which includes the OKED 2011 classification system. Designed to help integrate national classifiers into enterprise information systems, it offers access to various classifications, search functions by attributes, and expert-prepared explanatory notes. Access is granted via a contractual agreement with a monthly subscription fee.
The national tax office publishes a list of activities that individual entrepreneurs are permitted to carry out. Based on OKED 2011 codes, the list includes, among others, 452 (vehicle maintenance and repair), 4532 (retail trade of automotive parts, components and accessories), and 53201 (local home delivery service). Moreover, tax rates in Belarus also differ by industry. For example, organizations whose main activity belongs to groups 011-016 of OKED 2011 (crop production, animal husbandry, etc.) can apply for a reduced income tax rate.
In the private sector, OKED codes can be included in databases of companies in Belarus and used in market and investment research, among other analytical purposes.
In academic research, OKED codes have been used in the analysis of sectoral productivity in Belarus.
