NACE Turkey: Ekonomik Faaliyet Sınıflamasının (Economic Activity Classification)

The Ekonomik Faaliyet Sınıflamasının/Economic Activity Classification is the national industrial classification of Turkey. Produced and maintained by the Turkish Statistical Institute, the Classification is based on the European Union's NACE. The current version of the Economic Activity Classification which is called NACE Rev.2.1-Altılı V3.0 is structured into five levels, with broad Sections at the highest level and more specific Classes at the lowest level of the system. Turkey's Economic Activity Classification is used widely in the country's public and private sector.

NACE Rev.2.1-Altılı (V3.0) (Current)

NACE Rev.2.1-Altılı V3.0 took effect in Turkey on 1 January 2025. It is identical to the EU's NACE Rev. 2.1 from the two-digit (Group) level to the four-digit (Class) level.

Changes Between NACE Rev.2-Altılı 2024 and NACE Rev.2.1-Altılı (V3.0)

The changes between NACE Rev.2-Altılı 2024 and NACE Rev.2.1-Altılı V3.0 mirror the changes between NACE Rev. 2 and NACE Rev. 1. At the highest level of the system, this includes the splitting of the former Section J (Information and communication) of into a new Section J (Publishing, broadcasting, and content production and distribution activities) and Section K (Telecommunication, computer programming, consulting, computing infrastructure and other information service activities) in NACE Rev.2.1-Altılı V3.0. At the most detailed level of the system, which is designed to reflect the Turkey's economic structure, the number of industries fell from 2217 in NACE Rev.2-Altılı 2024 to 2157 in NACE Rev.2.1-Altılı V3.0 as irrelevant industries were either dropped or merged into residual categories.

NACE Rev.2.1-Altılı V3.0 is structured into five levels, as follows:

  • Section: 23 Sections identified by letters A to Y.

  • Division: 87 Divisions identified by two-digit numeric codes.

  • Group: 287 Groups identified by three-digit numeric codes.

  • Class: 651 Classes identified by four-digit numeric codes.

  • Subclass: 2157 Subclasses identified by six-digit numeric codes.

In NACE Rev.2.1-Altılı V3.0, Section C (Manufacturing) has the highest number of detailed industries with 877 Subclasses. It is followed by Section G (Wholesale and retail trade) with 406 Subclasses and Section H (Transportation and storage) with 115 Subclasses. The three Sections jointly contain 1398 out of the 2157 (64.80%) Subclasses in the system. In some cases, four-digit classes in NACE Rev.2.1-Altılı V3.0 are subdivided into a single undifferentiated Subclass, e.g. the Class 01.14 (Sugarcane growing) which has only the Subclass 01.14.01 (Sugarcane growing). On the other hand, the Class 33.12 (Repair and maintenance of machines) is subdivided into 25 Subclasses covering different types of machines including, among others, 33.12.02 (Repair and maintenance of agricultural and forestry machinery, except maintenance and repair of tractors); 33.12.04 (Repair and maintenance of industrial furnaces, stoves and hearth burners); 33.12.05 (Repair and maintenance of lifting and handling equipment); 33.12.06 (Repair and maintenance of industrial refrigeration and ventilation equipment); and 33.12.08 (Repair and maintenance of machinery used in mining, construction, oil and gas fields).

Changes Between NACE Rev.2-Altılı 2023 and NACE Rev.2-Altılı 2024

The update from NACE Rev.2-Altılı 2023 to NACE Rev.2-Altılı 2024 were driven by domestic needs rather than changes in the NACE system as both versions are based on NACE Rev 2. The main development in NACE Rev.2-Altılı 2024 in the increase in the number of Subclasses to 2217 from 2210 in NACE Rev.2-Altılı 2023. The following Subclasses were added: 10.71.04 (Manufacture of bagels), 13.30.05 (Transfer printing services for fabrics and textiles), 33.13.05 (Maintenance and repair of installed electronic circuits/boards), 33.13.90 (Maintenance and repair of other professional electronic equipment), 82.11.02 (Virtual office, serviced office and shared office service activities), 951102 (Service activities for the refurbishment of computers and computer peripherals - laptops, desktops, modems, game consoles); 95.12.02 (Renewal of communication tools and equipment service activities - mobile phones, smartphones).

Changes Between NACE Rev.2-Altılı 2013 and NACE Rev.2-Altılı 2023

The key development in NACE Rev.2-Altılı 2023 in the increase in the number of Subclasses to 2210 from 2186 in NACE Rev.2-Altılı 2013 with most of the new Subclasses in the manufacturing and wholesale/retail sectors. New Subclasses include manufacturing activities such as 20.20.16 (Manufacture of natural disinfectants), 20.30.17 (Electrostatic powder coating manufacturing), and 23.20.19 (Manufacture of refractory cement). Elsewhere, categories were established for services such as 35.14.05 (Activities of charging stations for electric vehicles - cars, motorcycles, laptops, mobile phones, etc.) as well as for online content creators in the Subclass 59.11.05 (Production and broadcasting activities of video content e.g. by influencers and vloggers).

Classifications Prior to NACE Rev.2-Altılı 2013

Before the adoption of the NACE system, industrial classification in Turkey was based on the United Nation's ISIC.

Where is it used?

  • The Turkish Statistical Institute is the main user of the Ekonomik Faaliyet Sınıflamasının/Economic Activity Classification forming the base of a wide range of national economic data and indicators and administrative databases.

  • Several public agencies in Turkey also use the Economic Activity Classification for different purposes such as the classification of dangerous industries and general public administration activities. Government agencies are responsible for the development of certain sectors as defined in the classification.

  • In the private sector, the Economic Activity Classification codes can be included in corporate databases in Turkish companies and used in for market and investment research, among other corporate uses.

  • The Economic Activity Classification has also been used in academic research examining the dynamics of Turkey's manufacturing sector and the effect of the Paris climate agreement on the Turkish economy.
